Bakgrunn
Deltakelse i aktivitet og fellesskap er den konteksten hvor mennesker utvikler ferdighet og kompetanse, danner relasjoner og vennskap, oppnår mental og fysisk helse, uttrykker seg kreativt, utvikler identitet og finner mening og mål i livet (King et al, 2003). For barn og unge antas det å delta i utfordrende og motiverende fritidsaktiviteter å være avgjørende for deres vekst og utvikling (Larson, 2000).
Mennesker med funksjonsnedsettelser deltar i mindre grad i samfunnets fellesskap enn den gjennomsnittlige befolkningen. De opplever ofte begrensninger i deres sosiale interaksjon og sosiale nettverk (Isaksson et al, 2005). Dette kan føre til isolasjon som risikerer å påvirke deres livserfaring og mestring av sosiale situasjoner (Blinde & Taub, 1999).
I Norge finnes ingen offentlige registre som har informasjon om antallet mennesker med nedsatt funksjonsevne, hvilken type og/eller grad av nedsettelse. Heller ikke diagnoser registreres. Vi vet derfor ikke, hvor mange som har nedsatt funksjonsevne, og det anslåtte antallet varierer ut fra hvilken definisjon som benyttes. På nettsiden til barne-, ungdoms- og familiedirektoratet (Bufdir) finnes ulike oversikter over hvordan man kan estimere tallet. Her refereres Statistisk sentralbyrås årlige undersøkelse av antallet personer med nedsatt funksjonsevne som viser at det i 2016 var 18% av befolkningen mellom 16-66 år som oppga å ha en funksjonsnedsettelse. Det poengteres at tallene for barn og unge er usikre. Det finnes ingen registre som kan benyttes for å få en dekkende oversikt, og det er få utvalgsundersøkelser blant barn.
